The National Federation of Culture and Development (FNCD) is a non-profit organization dedicated to promoting culture and supporting artistic initiatives across Belgium, notably through a network of members, local troupes, and readers.

The old FNCD system was based on a monolithic PHP CMS without modular architecture or long-term support.
